The checklist

Eight things to check before you launch

01

Know which licence applies

Anyone who manufactures cosmetics in India needs a licence from the State Licensing Authority. A brand that has its products made at another company’s licensed premises generally applies for a loan licence in its own name (Form COS-6 to apply, COS-9 when issued, under the Cosmetics Rules, 2020).

02

Sign a written agreement with a licensed manufacturer

A loan licence application normally includes an agreement with the manufacturer, who must hold a valid manufacturing licence for your product categories.

03

Label every pack correctly

Labels generally carry the product name, manufacturer name and address, batch number, manufacturing and expiry or use-before dates, net content, MRP, ingredients, directions and warnings where needed, the manufacturing licence number and customer care contact. Legal Metrology (Packaged Commodities) Rules also apply.

04

Check ingredients against Indian standards

The BIS IS 4707 series covers approved and restricted cosmetic ingredients, and the Cosmetics Rules restrict certain substances.

05

Do not test on animals

India bans animal testing of cosmetics. A signed declaration is part of the paperwork.

06

Plan for packaging waste rules

Brands that use plastic packaging may need EPR registration with the Central Pollution Control Board. Check whether it applies to you.

07

Keep claims honest

Avoid claims such as chemical-free or 100% safe. Any claim should be backed by evidence.

08

Protect your brand name

Consider registering your brand name as a trademark before you launch.
